Uber is the cheapest and safest option I have come across. Especially when leaving the airport, have your Uber app ready as other drivers will bombard you as you walk out.
Some taxi drivers were acting too aggressively for me, and I like to know how much my ride cost beforehand. Uber is the winner!

The city is very walkable once you are in the location you want to be in. Bring your comfortable shoes, because you will get your steps in while solo in Panama.
